Should I paint or use industrial grade cleaner.

Hi folks,

Recently bought my first investment property and have run into an issue. Previous occupant was heavy smoker. Had entire townhouse painted except main bathroom which did take care of the smell. The bathroom looked clean and didn't have any odor. It's obvious to me now that was a mistake. The walls bleed yellow with the condensation from showering. YUCK!!! My question is this; Should I just have it painted with a good sealing paint or would a couple of good cleanings with an industrial cleaner (if one exists) take care of it? Tenant has washed it a couple of time with house hold cleaners but it still bleeds. I'm thinking probably bite the bullet and just get my painter back in there. Any experience out there with this? Get the walls washed well with normal cleaning products, prime it with Killz primer, paint as desired. Killz hides almost anything. Easy stuff.

FYI

Tenant informed me that TSP (Trisodium Phosphate) cleaning seems to have solved the problem.

Sounds like I'm too late anyway but Spray Nine works fairly well for smoke.
