I personally have stayed in housing paid by companies while on a consulting contact in California as well a relocating with corporations. In my opinion think the key for the HR department is simplicity & a high quality property. If you are in HR you just want to write one cheque that includes everything. The places I stayed in were fully furnished & included all utilities.
