Bed bugs spread

How to control bed bugs and who should pay for the extermination? I called the local health unit they will drop by tomorow. I have 6 units the health unit is saying that i will have to probably steam clean the upper unit, lower unit and next over unit anybody here ever encounter this apple seed size creatures? what are the costs expexted? tenant is on dissability and can't afford much. I got him to call his worker and get funding for washing clothes at high heat and try to vaccum the pest. I heard that TO has problems and New York is worst off.
