Basement Apartments in Durham Region

Hello REIN members,

Does anyone know which city is best to convert a basement to a legal apartment- is it Ajax, Whitby or Pickering?

I remember seeing some research that suggested that it was easier to get a basement converted to an apartment in one city in Durham Region. Is that true and which city?

Pickering is the easiest of the three you mentioned. You can check out my REIN presentation if you subscribe to the newsletter on my web site and I think there is still a copy in the downloads section of the REIN site - February 2012.
