Non refundable deposit with rental application

I just had a friend who was helping his son secure his first apt. The son is just out of university. They were required to submit $300.00 with the rental application. They decided afterwards that they didn`t want the apt & informed the rental manager of their decision. They were then informed that they lose their $300.00. Is this right?
