Homeowner small grant spruces up Portage

The City of Portage la Prairie is sprucing its self up one home at a time, thanks to the homeowner small grant program offered by the Portage la Prairie Community Revitalization Corporation (PLPCRC).

The program is offered through $30,000 in funding from the Manitoba Housing and Renewal Corporation, and encourages housing improvements in the city through grants of up to $2,500 for visual exterior improvements.

Elicia Funk, community facilitator with the PLPCRC, said she hopes the improvements grants will do more than just fix a few houses.

Bus rapid transit approved by city

Decades after Mayor Steve Juba proposed a monorail for Winnipeg, the city is plunging ahead on a bus rapid transit system.City council approved a $138 million BRT plan by a vote of 13 to 1, with only St. James-Brooklands Coun. Scott Fielding opposing it. Many council members tipped their hat to Juba who faced derision in the 70s when he suggested a monorail system for the city. But it turns out the man was a visionary.

South end fire hall demanded

Dan Vandal and Alex Forrest want a burning issue addressed.

That issue -- long response times for emergencies in south St. Boniface -- had both the area`s city councillor and president of the United Firefighters of Winnipeg clamouring for a new fire hall for the area. "The south side of St. Boniface has some of the slowest response times in the city," said Vandal.

Plan Winnipeg to include bedroom communities

Coun. Scott Fielding, who was handed the big job of integrating Capital Region planning with City of Winnipeg planning today, admits he doesn`t know what he`s doing."Hey, I just got here," he said when pressed for details on his `No. 2` priority, a review of the document that is supposed to guide city planning and increasingly regional planning.

Mayor Sam Katz, who promoted the first-term councillor to the position of chairman of property and development, said he is confident Fielding will quickly get up to speed.

Provincial throne speech to include economic statement

The Manitoba Legislature will resume sitting Nov. 20, and in an unusual step, the opening session will include an economic statement in the throne speech.

"The economy of Manitoba is growing," said Premier Gary Doer today. "But we`re still not immune... to some of the economic waves crashing around the world."

Inventory of toxic materials not enough, province told

Manitoba is spending up to $5 million to look for asbestos, PCBs and mercury in its public housing, but critics say the inventory of chemicals won`t have any value unless the province plans on stripping the toxic materials out of the aging homes. The provincial housing authority said it`s trying to be "a good landlord" by putting out a multimillion-dollar public tender for someone to catalogue all the hazardous materials in Manitoba`s 29,000 housing units.

Water and Sewer rate increase approved

Residents in Portage la Prairie will have to dole out a little more cash next year when they get their monthly water and sewer bill.

At their Monday night meeting, city council approved a six per cent rate increase for low to mid volume customers, and an eight per cent hike for high volume commercial users, starting Jan. 1, 2009.

The increases to both the water and sewer rates will be used to maintain the services; while an additional five per cent increase applied to sewer rates will be put into a reserve to pay for the nutrient removal project.

Designated bike lanes added downtown

It just got a little easier to cycle downtown.

Last week, city crews painted designated bike lanes on Hargrave and Carlton Streets from Broadway to Portage Avenues. The two streets were chosen because there`s less traffic and are popular among city cyclists, Winnipeg`s active transportation co-ordinator Kevin Nixon said Monday.

It`s hoped the bike lanes can still be extended to Assiniboine and Alexander Avenues this fall, weather permitting.

Airport traffic falls as fuel, economic uncertainty climb

Want evidence that fuel prices and global economic jitters are having a negative impact? Look no further than James Armstrong Richardson International Airport where traffic declined by 2.7 per cent this third quarter over the same period last year.

The Winnipeg Airports Authority announced in a press release today that the "decline and reductions in airline scheduled services are related to oil prices and general economic uncertainty."

Farmland values jumped in early `08

The average value of farmland in Manitoba increased by 6.2 per cent in the first half of 2008, according to Farm Credit Canada. It`s the second highest jump in value in the last 10 years. Farmland values increased 7.3 per cent in the last six months of 2007.

The majority of land value increases, due to optimism fuelled by higher commodity prices, is mostly in cash and specialty crop areas of the province. But higher input costs, especially fertilizer and fuel, has tempered the optimism in some crop areas, the FCC report says.

Another 6-8% hike in water, sewer rates

Residents in Portage la Prairie will have to dole out a little more cash next year when they get their monthly water and sewer bill.

At its Monday night meeting, city council approved a six per cent rate increase for low- to mid-volume customers, and an eight per cent hike for high-volume commercial users, starting Jan. 1, 2009.

The increases to both the water and sewer rates will be used to maintain the services, while an additional five per cent increase applied to sewer rates will be put into a reserve to pay for the nutrient removal project.

"The Public Utilities Board awarded us these increases based on the need that we know is coming for nutrient management and removal," explained Mayor Ken Brennan following the meeting. "We`re doing studies right now, and we`re building up our utility reserves to cover the costs that we know we`re going to have in regards to these nutrient management systems and studies that we are putting in place."

Apartment towers to rise by riverbank

A developer who proposed to put up one of Winnipeg`s highest apartment buildings along the riverbank in North Kildonan has bowed to neighbourhood protests with a new plan for two smaller buildings -- still the tallest such development in decades.

Vancouver-based Devonshire Properties Inc. says it wants to build a 21-storey and a 15-storey tower on its Edgewood Estates property on Whellams Lane, instead of the 35-storey structure that it originally proposed.

Average weekly earnings rising quickly in Manitoba

AVERAGE weekly earnings in Manitoba increased at one of the fastest rates in the country in August, according to new Statistics Canada figures released Wednesday.

The federal agency said earnings jumped by 1.8 per cent to $727.33 in August from $714.54 in July. That was the second biggest month-over-month gain among the provinces -- British Columbia had growth of two per cent -- and far exceeded the national increase of 0.2 per cent.

Homes market still OK here

It`s the housing market that won`t die.

Although house sales and starts are expected to tank in most regions of Canada next year, Manitoba`s venerable housing market is projected to emerge relatively unscathed from the economic slowdown.

In its fourth-quarter housing market forecast, issued Thursday, Canada Mortgage and Housing Corp. predicts Manitoba will record the smallest decline in new-home construction next year. And it will be one of only two provinces to post an increase in sales of existing homes.

Hotel plans irk neighbours

A planned Polo Park-area water playland appears to have spurred a hotel development a few blocks away at a vacant industrial site.

The proposal for a six-storey hotel -- possibly a Holiday Inn -- has been pitched by a developer for a 5.25-acre tract on Ellice Avenue`s 1300 block across from a Cabela`s sporting goods outlet. "It`s a great use for the land, as opposed to another factory or something," Bill Thomas of Thomas Design Builders said of the property, located just west of Strathcona Street.
