City seeks arterial bypass

A six-lane expressway and major truck route proposed for Red Deer`s north side desperately needs $107 million of provincial money, say civic leaders.

Red Deer city manager Craig Curtis told a Red Deer Chamber of Commerce meeting on Wednesday that he`s aware "these are not the best times" for requesting special provincial funding, but said it`s crucial the government foot most of the $133-million project.

Only 19 bids on 130 lots: it`s a picture of a new reality

A public lot draw for 130 city-owned housing lots drew only 19 successful bids on Wednesday — a sign that the rush to build in Red Deer is slowing down.

About 40 to 50 people attended Westerner Park for the chance to buy a lot in Timberlands, Johnstone Park and Oriole Park Estates.

The feeling of soul doesn`t abide in multiplex rec centres

If I describe something as soulful, do you get what I mean?

Soul is nearly impossible to define. Why does one song -- or place, or moment in time -- feel soulful, while others do not?

I think there are gobs of soul in Chinatown and along Alberta Avenue. I feel the same way about parts of downtown and Old Strathcona.

Mayor`s street repair plan flawed: report

Mayor Stephen Mandel`s plan to fix crumbling neighbourhoods with borrowed money is unsustainable and will accomplish less than the administration`s approach, says a city report released Thursday.

Mandel wants to raise taxes a total of 1.75 per cent over seven years and borrow $350 million to reconstruct and repair local roads, sidewalks, curbs and street lights, compared to a proposal by city staff to do this work by increasing taxes 24 per cent over the same period.

Home Depot snugs into mall berth

EDMONTON - Renovations and The Home Depot go hand in hand.

But this fix-it job was different -- an aging shopping centre in need of a new retailer to lure fresh shoppers.

So The Home Depot opened its seventh store in Edmonton on Thursday in an unusual place -- smack in the middle of Westmount Centre.

Forestry industry braces for continued declines

EDMONTON - Year-over-year sales of Alberta forest products continued to slide in the third quarter despite help from stronger pulp and paper prices and a falling Canadian dollar.

And the Alberta Forest Products Association warned Thursday that pulp and paper prices -- the industry`s one strength -- are declining.

Balzac project `moving slowly`

The world`s financial crisis is forcing additional delays to the race track and entertainment centre in Balzac, as developers now plan to phase in parts of the project.

A meeting in Balzac was held Thursday between the United Horsemen Association and Horse Racing Alberta to tour the facility and get a briefing about its status.

Pine beetle forces logging in Crowsnest Pass area

The owners of a 16-year-old trail riding company based on Crowsnest Mountain say they will be put out of business if a proposal to log the area goes through.

Infestation of the mountain pine beetle in southwestern Alberta has doubled since last year necessitating logging to combat the problem and salvage usable lumber, according to the government.

Upgrading incentives urged

Alberta`s government should consider financial incentives to promote upgrading of bitumen in the province, says a senior Scotiabank economist.

Patricia Mohr also said the frugality of energy companies operating in Alberta`s oilpatch could be a foretaste of what`s in store for spending on oilfield developments in the rest of the world.

Attitude towards Calgary business a taxing issue

Back in 1885, a troop of the North West Mounted Police rode down the slope of the north hill to the confluence of the Bow and Elbow Rivers and established Fort Calgary. They had been sent here from headquarters in Winnipeg to quell a bunch of unruly whisky traders who had invaded from the U.S. and were swapping bottles of booze for horses, beaver pelts and other valuable furs.

Seniors lodge in Olds delayed

Construction on a new seniors lodge in Olds has been held up pending the arrival of cement panels.

"They`re just like big Lego blocks," said Alvin Melton, chief administrative officer with Mountain View Seniors` Housing. "Once they arrive and we get that going we should see it progress very quickly."

Downtown building delayed by neighbour

A 15-storey condominium office tower slated for downtown has been

delayed by a neighbourly wrangle, not by an economic downturn, say its developers.

The Ironwood Group is planning to build a $55-million building called The Metro at 10180 103rd Street. Ironwood`s president, Ralph Friederichsen, said earlier this summer that crews would break ground in September, but the site hasn`t seen any construction activity.

Home inspectors need to stay up-to-date

If anyone knows the value of investing in the services of a home inspector, it`s Julie Fournier.

In 2006, Fournier fell head over heels for a new townhouse in Orleans, just east of Ottawa. But after hearing rumblings about poorly drained land and unstable foundations in the east-end community, she paid $500 to have her dream home examined by a professional.

Help needed for Heartland

The organization set up to attract industry to the area northeast of Edmonton says the provincial government should help reverse some the setbacks experienced in the region.

The government can do a lot more to keep bitumen upgrading in Alberta than its current Bitumen Royalty In Kind (BRIK) program, said Neil Shelly, the executive director of Alberta`s Industrial Heartland Association.

"We`re going to need more than just the BRIK policy in order to achieve the common vision of where we want to go."

Buyers` Market

Calgary is constantly changing -- that`s a fact every Calgarian is familiar with.

But the way it`s been changing in the last few years -- and stretching into the next decade -- will have a profound impact on condo development in the city.

That`s the message delivered by city officials and by economists from Canada Mortgage and Housing Corp. during the latter`s recent housing outlook conference for the Calgary market, casting optimism on a sector that has seen a market moderation in the last year.

There`s light at the end of the tunnel

Well here it is, the time of year when residential construction and sales historically slow down.

Most years, almost everybody who wanted to be in their new digs in time to celebrate Christmas are in. And trades, suppliers and sales reps get a chance to catch their breath for a few days, getting some downtime readying for the spring rush.

Crowsnest home to affordable recreation properties

Even amid all of the current economic uncertainty, we here in southern Alberta are still constantly inundated with tempting printed messages urging us to purchase a second home. I notice that many emanate from south of the border, where properties are available at please-come-and-buy sale prices.

A couple I was with last week told me they were leaving the next day for their new home in Las Vegas; others I know are taking a serious look at the Phoenix/Scottsdale area.
